Welcome to the 2025 Network Proposal Process!
North Sound ACH is committed to fostering innovative, collaborative, and sustainable solutions to support our partners across the region. As part of our work on Washington’s Medicaid Transformation Project, we periodically have capacity building funds to invest in specific areas across the region. In 2023, our Board approved using funds earned from the first waiver to support community-led, collaborative projects that are coming out of our Collaborative Action Network.
Our Partner Proposal Process is one of the ways that we are working to center community voice and strengthen the organizations and partnerships that are moving our region toward greater wellbeing. We look for projects that align with our frameworks of equity, belonging, Tribal Sovereignty, Targeted Universalism, and the Vital Conditions for Health and Well-being, and that build sustainable structures for advancing this work.
Proposals are carefully reviewed by our North Sound ACH Partner Review Committee composed of members of the Collaborative Action Network peers. This Committee will assess submissions to determine how best to allocate available ACH funds and resources to align with regional priorities. A key goal of the North Sound Collaborative Action Network is to empower partners to influence and shape the direction of regional efforts.
Project concepts should:
- – Align with the Network’s shared beliefs, guiding principles, and commitments
- – Address one or more of the Vital Conditions
- – Include significant collaboration with partners who are members of the Collaborative Action Network
While the application process is an open call, the Partner Review Committee will prioritize submissions that focus on the following focus areas: older adults; Veterans; food justice; behavioral health; reliable transportation*; and a thriving natural world*. The highest priority will be given to projects that address the intersections of two or more of these focus areas, those reaching communities where English is not the primary language, and those that partner with tribes in the region.

For 2025, the first step of our process is submitting a Proposal Intent Form* (PIF). Our Partner Review Committee will review all PIFs, and invite a selected group to complete a full proposal. Before submitting your Proposal Intent Form, please check the eligibility requirements below under “Frequently Asked Questions.”
The North Sound ACH Board of Directors has allotted $3.5 million for the 2025 proposal process. Applicants can request funding within the following ranges:
- – Tier 1: $1,000 – $50,000 – Proposal Intent Form due March 7 (we anticipate making around 20 awards in this tier)
- – Tier 2: $50,000 – $125,000 – Proposal Intent Form due March 7 (we anticipate making around 12 awards in this tier)
- – Tier 3: $125,000 – $200,000 – Proposal Intent Form due March 14 (we anticipate making around 5 awards in this tier)
Please remember that the Review Committee will select a small number of invitations to a full proposal, both to reduce the time spent by those applying and to keep the process manageable for your peers who are stepping into this leadership. When completing the Proposal Intent Form, be sure to clearly explain your idea and how it addresses one or more of the Vital Conditions, and if it involves significant, meaningful collaboration with other partners.
